ENFORCEMENT  

THE PREMISES LICENSING AND ENFORCEMENT DEPARTMENT OF THE PHARMACY COUNCIL

The Premises Licensing and Enforcement Department, PLED is one of the four units at the head office under the Pharmacy Council, a statutory regulatory body established by an act of parliament, the Pharmacy Act , 1994(Act 489).

 The Pharmacy Council functions to secure in the public interest the highest standards in the practice of Pharmacy and in addition regulate the distribution of Pharmacies in the country, a function directly under the auspices of  PLED.

PLED is headed by a deputy chief inspecting officer who has progressed along the ranks after about a period of thirteen years of experience as an inspecting officer. The department head reports directly to the deputy registrar. The department works with other departments/units of the Pharmacy Council and regional offices.

PURPOSE

PLED is designed to ensure that premises and individuals are licensed in accordance with laid-down regulations and also enforce decisions of the Pharmacy Council through proper screening off applications/applicants and timely communication of Pharmacy Council decisions to the affected applicants/individuals.

Function of PLED include:
  • Licensure and data management
  • Screening and validation of applications and documents
  • Enforcement and investigation

Duties of Premises License and Enforcement Department

 

  • Licensure and data management

  • - The provision of timely up-to-date and relevant technical advice on licensing and enforcement issues to the deputy registrar, other unit managers and regional officers of Pharmacy Council.

    - Prepare working documents and plan the work schedule for all the registration committee, disciplinary and general purpose committees

    - Keep and update records on regulations on premises licensing and procedures for disciplinary actions, sanctions and penalties.

    - Ensure availability of application documents and blank licenses/certificates.

    - Ensure appropriate collection, storage, processing and utilization of data in the unit to inform management and decisions.

  • Screening and validations

  • - collate, screen and manage inventories of all documents for registration, renewal and disciplinary actions

    - monitor and ensure timely processing of registration and renewal applications

  • Enforcement and investigations

  • - conduct special investigative inspections through the general purpose committee and the disciplinary committee

    A good communication and working relationship between PLED and other units and regional offices of Pharmacy Council is necessary for smooth running of the Pharmacy Council.
